تهدف مبادرة "حي" إلى تشجيع الشركات الصغيرة والمتوسطة وشباب الخريجين في جميع أنحاء مصر على تطوير تطبيقات باللغة العربية على شبكة الانترنت والهواتف المحمولة، وذلك بهدف زيادة المحتوى العربي على الإنترنت و تطوير المزيد من الخدمات والتطبيقات التي تخدم فئة مختارة من المستخدمين، وتوظف شبكات التواصل الاجتماعي على مستوى منطقة سكنية أو حي أو مدينة. خلال مراحل المبادرة, سيتم اختيار افضل 100 فكرة وتوفير ورش عمل وتراخيص للبرمجيات المستخدمة فى الفكرة. ومن ثم تقديم التدريب المجانى وقساائم الاعلان لترويج الفكرة وذلك لافضل عشر شركات مختارة من خلال تقييم مكثف ومتابعة دورية.
